Are merchants allowed to pass on credit card interchange fees in the state of California?
Q. I read in a news article a few years back (I still have the article) that per California Statute 1748.1 merchants are not allowed to pass on interchange fees to costumers in the form of a surcharge added to the card. I have looked for this statute on line and cannot find it. Does anyone know anything about this? It seems everyone is adding a surcharge these days.

A. In the state of california it is against the law for merchants to impose a surcharge for the use of a credit card. So, it would stand to reason that a merchant can not pass back interchanges fees in this Fashion. Also, most major credit card companies have contracts with retailers that prohibit them from passing back interchange fees as it would discourage people from using credit cards. Retailers can however offer discounts for using cash or check versus credit cards. If your credit card has a surcharge added to it I would question the retailer and depending on how much you want to fight it you have a legal recourse.

Poor Radio Reception on the LIE and Sagtikos Parkway Interchange?
Q. For as long as I can remember (20+ years) it seems that the radio (AM or FM) drops out when driving on the Long Island Expressway through the Sagtikos Parkway Interchange. I have my own theories, but does anyone know why?

A. Radio signals only work as a 'line of sight' 'bullet'. They only can penetrate a certain distance through some materials, and how far a penetration depends upon the frequency of the signal, which actually determines the actual length of the signal. Think of a radio transmitter as a machinegun. It 'shoots' out invisible 'bullets' called radio waves. With guns the 'bullet' size is determined by the caliber, and weight of the protected round. In radio (any such transmitter) the signal is determined by the frequency and transmitter power. Some signals will, just like bullets, ricochet off things such as trees, walls, ground, and even the atmosphere. Larger frequency signals such as your very low frequencies, are so long of a ' [cont.]

A. You will find that most chrysler rims will interchange with each other, as long as there is the same amount of studs and lug nuts. You will most likly find problems when you try to put ford rims on a dodge for example.
