That is part of the strategy aspect of the game. If the towers stayed unlocked, the game would be way too easy. Making them all re-lock at the beginning of every stage makes the gamer build a strategy of how they will use their gems. Should they upgrade towers? (No)... or should they unlock towers? (Yes!) And which towers will they unlock? Or in which order? It's all part of the strategy. Hope that helps. (Note: I even checked to see if there is a cheat for keeping them unlocked, but there isn't.
